The meeting was called to order by President Byrne with Chris Knop, Fran Teresi, Superintendent Jeff Sheehan, Clerk Nancy Baldwin, Attorney Bob Mishler, Ed Seigerst, Bob Matson, Jeff Kaiser, Michele Stuck and Mayor Moser.
Ed Seigerst was present to discuss the Issue 1Project for 2010. The Board has recommended that a new water main be installed on State Street. The application is due at the county by June 19, 2009. The estimated cost is $229,000.00. Ed Seigerst will proceed with the project.
Moved by Knop, seconded by Teresi to approve the minutes of the April 13, 2009 meeting as presented by the Clerk.

Revenue, Expenditure and Cash Balance reports were reviewed.

The Garrettsville WWTF Flow/Precipitation Comparison was reviewed.
Superintendent Jeff Sheehan asked the Board for authorization to do more I and I testing at the Wastewater Treatment Plant at a cost of $2650.00 per additional month for the DEFA Loan.
Moved by Knop, seconded by Teresi to authorize Superintendent Jeff Sheehan to proceed with additional I and I testing at the Wastewater Treatment Plant at a of $2650.00 per additional month for the DEFA Loan.

Superintendent Jeff Sheehan asked the Board for authorization to rebuild two pumps at an estimated cost of $1006.00 per pump. This is an estimate and could increase if there are any problems with the pumps.
Moved by Knop, seconded by Teresi to rebuild one of the pumps at an estimated cost of up to $2012.00.

Superintendent Jeff Sheehan told the Board the Forest and Elm Street Issue l Project would begin the first week of June. The project will be complete within seven to eight weeks.
Superintendent Jeff Sheehan discussed the Water Meter bid to purchase new automated read water meters. He asked the Board to recommend that Council authorize the bid for meters pending the review and approval from Solicitor Stuck.

There was discussion on the Quail Run development there have been water main valve failures. A list of the water main failures will be given to the new owner of Quail Run. Superintendent Jeff Sheehan asked Mayor Moser to review the bid bond and financial guarantee. The Board will also review the documents for their protection on the utilities.
Superintendent Jeff Sheehan asked the Board for authorization to hire Jacob Elium for a summer helper at a cost of $8.00 per hour.
Moved by Knop, seconded by Teresi to authorize Superintendent Jeff Sheehan to hire Jacob Elium as a summer helper at a rate of $8.00 per hour.

President Byrne commended Superintendent Jeff Sheehan and his employees for wonderful tree planting at the Water Plant.
