The meeting was called to order by Vice President Chris Knop with Fran Teresi, Superintendent Jeff Sheehan, Solicitor Michele Stuck, Clerk Nancy Baldwin, Mayor Craig Moser, Bob Matson, Jeff Kaiser, Dave Kirk, Jan Boehm, Larry Eiermann, Karen Clyde, Mr. and Mrs. Jack Schultz, Mr. and Mrs. Bill Owen, Rev. Chris Pat and other guests from the Methodist Church. (Stephanie Byrne was absent.)
Moved by Teresi, seconded by Knop to approve the minutes of the July 6, 2009 meeting as presented by the Clerk.
VOTE AYES—Unanimous
Jack Schultz was present to represent the Methodist Church on Park Avenue. The church had purchased a home located at 8217 Park Avenue and turned the single-family home into two apartments. The Village of Garrettsville Zoning Code does not allow duplexes in that zoning district. The Board recommended two separate water shut-off valves and meters. The church said they did not have money to split the water service. The church had attended the Board of Zoning Appeals meeting and the issue was tabled until the Board of Public Affairs would discuss whether or not a single shut off valve/meter for water would be acceptable in accordance with Ordinance 98-52. After a lengthy discussion the Board felt the current written policy was to vague to enforce and decided to allow the property located at 8217 Park Avenue be billed for two sewers services and one bill for water. The property owner, which is the Methodist Church, will be responsible for the bill.
Chris Knop asked Jack Schultz when the church would correct the sanitary sewer smoking violation. Rev. Chris Pat told the Board of Public Affairs that the Trustees would have meeting at the beginning of September and they will send Superintendent Jeff Sheehan a letter with a compliance timeline.
Moved by Teresi, seconded by Knop to recommend the Board of Zoning Appeals to allow for the single water shut off and two sanitary sewers for property located at 8217 Park Avenue and that the church will be responsible for paying the water and sewers bills.
VOTE AYES—Unanimous
Superintendent Jeff Sheehan requested that the separate water shut off meter issue be included in the BPA Agenda and Rules and Regulations and that Village Codified Ordinances be amended to clarify the BPA policy.
Moved by Teresi, seconded by Knop to pay the bills.

Superintendent Jeff Sheehan told the Board that the inflow and infiltration meter equipment had been removed.
Superintendent Jeff Sheehan told the Board he had attended a Source Water Protection workshop in Twinsburg. The Source Water Protection Plan for the Village is moving along.
Superintendent Jeff Sheehan discussed the smoke-testing list. The BPA reviewed the sanitary sewer smoke-testing list and discussed enforcement procedures. The would like continued correspondence utilizing the Village Solicitor.
Superintendent Jeff Sheehan brought the Board up to date on the Wastewater Treatment Expansion Project. The Elm and Forest Street Issue 1 Water Line Replacement project should be complete by the end of August.
Superintendent Jeff Sheehan met with Ed Seigerst and discussed the Issue 1 funding for State Street. The project did not receive funding. The project is on the reserve list.
The new remote meters are being installed.
The WWTF Flow/Precipitation Comparison was reviewed.
Superintendent Jeff Sheehan asked for authorization to increase Jacob Eliums hourly rated from $8.00 an hour to $8.50 an hour effective August 1, 2009. The Board agreed.
Moved by Teresi, seconded by Knop to approve increasing Jacob Elium hourly rate from $8.00 to $8.50 an hour effective August 1, 2009.

The delinquent account list was reviewed.
Fran Teresi thanked the community, Superintendent Jeff Sheehan, Linda Hartman and Clerk Nancy Baldwin for helping with information concerning the church. Fran also thanked the Board of Zoning Appeals for discussing the issue with the Board of Public Affairs.
