The meeting was called to order by President Stephanie Byrne with Chris Knop, Fran Teresi, Jeff Kaiser, Bob Matson, Mayor Craig Moser, Superintendent Jeff Sheehan, Solicitor Michele Stuck, Karen Clyde, Eddie Dengg and Chris Szell from the Western Reserve Land Conservatory and Matt Hils from Hiram College.

 

Moved by Knop, seconded by Teresi, to approve the September 14, 2009 minutes as presented by the Clerk.

Moved by Knop, seconded by Teresi to pay the bills.

Revenue, Expenditure, and Cash Balances reports were reviewed.

 

 Wastewater Flow/Precipitation Comparison report reviewed.

 

Eddie Dengg and Chris Szell from the Western Reserve Land Conservatory introduced the Public Land program (see attached literature).  Eddie will send a sample sponsorship letter to Jeff Sheehan to forward to Solicitor Stuck to compose Garrettsville’s letter. 

 

Superintendent Sheehan proposed the purchase of some retrofit water meter devices for the newer existing (less than 5 years old) metering system. 

 

Moved by Knop, seconded by Teresi to allow the purchase of retrofit meters not to exceed $3000.00.

The smoke violation list was discussed. The trustees asked Solicitor Stuck to send letters to the four people that have not responded to Superintendent Sheehans letters.

 

A draft copy of the I & I report has been received.  The Superintendent had just received the report and felt a few areas needed to be edited before being submitted to the Ohio EPA. Once the final copy is finished and approved by the Ohio EPA the Waste Water treatment expansion plans will be completed.

 

The proposed amendments to Codified ordinance 921 section 4 and 925.01 were discussed.

 

Moved by Knop, seconded by Teresi to send 921.01, 921.06 and section 4 to the Board of Public Affairs Rules and Regulations be sent to Council for review.

Questions were asked of Solicitor Stuck regarding the proposed employee handbook.  Karen Clyde asked how many employees currently have more than 960 hours of sick time accumulated.  Further discussion on the handbook will take place at the next Council meeting.
