The meeting was called to order by President Stephanie Byrne with Chris Knop, Denis Wolff, Superintendent Jeff Sheehan, Solicitor Mark Manlove, Clerk Nancy Baldwin, Jeff Kaiser, Bob Matson and Fran Teresi.

 

Moved by Wolff, seconded by Knop to approve the minutes of the October 08, 2007 meeting as presented by the Clerk.

Revenue, Expenditure and Cash Balances reports were reviewed.

 

Bob Matson was present to discuss the property he purchased on North Street. There are two water and sewer accounts for the property. Mr. Matson had asked the Board if they would consider one sewer charge for the property. Mr. Manlove reviewed the minutes of Planning Commission on the property and could find no mention of an apartment or any mention of water. Mr. Manlove asked how this came to pass. Superintendent Jeff Sheehan said the previous owner had approached him and wanted a bathroom in the garage. Solicitor Mark Manlove told the Board it was up to them if they wanted to waive the sewer charge. Solicitor Mark Manlove told the Board that Mr. Matson should write the Board a letter stating he has no intention of using this as dwelling unit. Bob Matson agreed and will write the Board stating this.

 

Moved by Knop, seconded by Wolff to approve Mr. Matson paying two water bills and one sewer bill. Mr. Matson will write a letter to the Board of Public Affairs and give a copy to Planning Commission.

The Board asked for an update on the sewer rate increases. Council will hold a Public Hearing at the November 14, 2007 meeting on the sewer rate increases.

 

Mr. Manlove told the Board that Mayor Moser had asked the Board to review the sewer surcharge. Currently the surcharge does not apply until a customer has used 35000 gallons of water. Mayor Moser told the Board they should consider lowering the amount. Chris Knop said this would be a strong incentive for residents to conserve on water. Superintendent Jeff Sheehan said this might hurt more families than businesses. More discussion at a later date.

 

Superintendent Report. No action taken.

Late accounts were reviewed by the Board. Chris Knop questioned the two large accounts. The Clerk will discuss this with the Water Clerk.

 

The Fire Department and Water Department are flushing hydrants. The Fire Department pressure test the hydrants and the Water Department flushes for discoloration.

 

The Precipitation Report was reviewed.

 

Fran Teresi thanked Superintendent Jeff Sheehan and his staff for the school field trip. Fran said the kids were really interested. Thanks for a great job.

 

Superintendent Jeff Sheehan updated the Board on the Wastewater Treatment Expansion.

 

Superintendent Jeff Sheehan told the Board the Source Water Protection Project is making progress. The next meeting will be on December 10, 2007 at 7:00 pm.

 

President Stephanie Byrne thanked Superintendent Jeff Sheehan for the article in the Villager on the Income Tax Levy. She also congratulated Council on the passing of the levy.
