REGULAR COUNCIL

The meeting was called to order by Mayor Moser with Teri Eiermann, Bob Matson, Jeff Kaiser, Chuck Klamer, Rick Patrick, Karen Clyde, Solicitor Mark Manlove, Clerk Nancy Baldwin, Stan Carlisle and a representative from the Portage County Health District. Jackie Rinearson with the Villager and a reporter from the Record Courier.

 

Moved by Clyde, seconded by Patrick to approve the minutes of the March 12, 2008 meeting as presented by the Clerk.

Moved by Matson, seconded by Kaiser to pay the bills.

Stan Carlisle and a representative from the Portage County Health District were present to discuss the levy that will be on the November 2008 ballot.

 

Revenue, Expenditure and Cash balances were reviewed.

 

Bob Matson discussed the Tax Incentive Review Council meeting minutes. The Diskin Enterprise Inc. zone agreement expired on December 31, 2007. Bob Matson said Diskin had hard times losing some of his business to China. He asked Council for approval of the final report from the Portage County Economic Development Department. 

 

Moved by Matson, seconded by Kaiser to approve the final report from the Portage County Economic Development Department on Diskin Enterprises Inc.

VOTE AYES—Unanimous

 

Mayor Moser read the bids to Council on the 2008 Paving Project and the 2008 Chip and Seal Project. H. Luli Construction was the low bidder for the 2008 Chip and Seal Project with a bid of $9,127.16 and Perrin Asphalt was the low bidder for the 2008 Paving Project with a bid $91,374.00.

 

Moved by Matson, seconded by Patrick to approve the 2008 Chip and Seal Project low bidder H. Luli Construction in the amount of $9,127.16.

VOTE AYES—Eiermann, Matson, Kaiser, Patrick Clyde

            NAYE-Chuck Klamer (Chuck Klamer was not comfortable with the bids.)

 

Moved by Clyde, seconded by Matson to approve the 2008 Paving Project low bidder Perrin Asphalt in the amount of $91,374.00.

VOTE AYES—Unanimous

 

Council received a $50.00 donation from the Bailey Family for the parks.

 

Moved by Klamer, seconded by Eiermann to approve the $50.00 donation from the Bailey Family.

VOTE AYES—Unanimous

 

There was discussion on the 2008 Sidewalk Project which will include Center Street and High Street. There was discussion on increasing the resident’s share to $12.00 per lineal foot.  Chuck Klamer gave Council handouts of the sidewalks that are included in the project.

 

Moved by Klamer, seconded by Kaiser to increase the resident’s share to $12.00 per lineal foot.

Moved by Clyde, seconded by Eiermann to approve Resolution 2008-08, A resolution authorizing the Clerk-Treasurer of the Village of Garrettsville to advertise for the sale of a 1996 Bravada with the minimum bid of $2100.00 requiring all bids be accompanied by a deposit of 10%.

VOTE AYES—Unanimous

 

Chuck Klamer read a letter from the Moms Club of Hiram/Garrettsville stating that they would be unable to provide assistance with the resurfacing the Village Park in Garrettsville.

 

Rick Patrick updated Council on Summerfest  2008.

 

Jackie Rinearson asked Council if wine could be sold at the Farmers Market. Solicitor Mark Manlove said no. She asked Council if they would make a donation to the Curtains Up Theatre. Solicitor Mark Manlove told her that Council is not permitted to make donations.

 

Moved by Matson, seconded by Patrick to enter into Executive Session for reasons of personnel and property acquisition.

VOTE AYES—Unanimous

 

Moved by Klamer, seconded by Eiermann to end Executive Session and return to Regular Council.
