            July 8, 2009

 

The meeting was called to order by Mayor Moser with Teri Eiermann, Bob Matson, Jeff Kaiser, Chuck Klamer, Rick Patrick, Karen Clyde, Solicitor Michele Stuck, George Helmling, Jackie Rinearson, Jan Boehm, and Linda Hartman.

 

Moved by Patrick, seconded by Kaiser to approve the minutes of the June 10, 2009 meeting as presented by the Clerk.

Revenue, Expenditure, and Cash Balance reports were reviewed.

 

George Helmling was present to discuss a drainage problem at the rental property he owns on Elm Street.  Council recommended that Mr. Helmling install a French drainage system on his property to alleviate his problem.

 

Moved by Matson, seconded by Kaiser to suspend the rules that ordinances be fully and completely read on three different days and the Ordinances 2009-34 be placed on first reading and passed.

Moved by Matson, seconded by Clyde to approve Ordinance 2009-34, An Ordinance for the Proposed 2010 Tax budget.

Moved by Klamer, seconded by Matson to approve Resolution 2009-42 A Resolution approving the bid of Utility Service & Supply Inc. to provide three hundred Radio Read Water meters and authorizing the Mayor and Clerk-Treasurer to enter into an agreement with Utility Service & Supply Inc. at a cost not to exceed forty-nine thousand five hundred dollars ($49,500.00).

Mayor Moser asked Council to consider placing on the ballot for November, the option to have NOPEC represent the Village for Electric aggregation.  Solicitor Stuck was asked to prepare the proper paper work for Council to review at the August 5th meeting.

 

Ordinance 2009-38 An Ordinance adding section 1163.08 to the Codified Ordinances of the Village of Garrettsville in order to adopt regulations regarding the parking and storage of recreational vehicles in all districts other than Industrial.  Placed on first reading.

 

Ordinances 2009-39 An Ordinance adding Section 1177.04 (c) to the codified Ordinances of the Village of Garrettsville in order to adopt regulations regarding the parking and storage of recreational vehicles in the central business district.

Placed on first reading.

 

Ordinance 2009-40 An Ordinance amending the Codified Ordinances of the Village of Garrettsville in order to adopt regulations regarding apartment dwellings located above commercial establishments. Placed on first reading.

 

Ordinance 2009-41 An Ordinance amending the Codified Ordinances of the Village of Garrettsville in order to create a senior housing overlay District in the R-2 district. Placed on First reading.

 

Teri Eiermann told Council that she and Rick Patrick and Mike Heyd have surveyed the equipment at South St and Park Ave.  Several pieces have been repaired and or replaced.  Rick will help get a price estimate for the broken equipment.  Karen Clyde said she would like to see a plan for the future established.  The basketball courts need repair and price estimates for either new mulch or a better option of even safer rubberized material will be priced.  Mayor Moser asked that a budget of $10,000.00 be considered.

 

Bob Matson reported that after talking to electrician Bob Russell, Mr. Russell suggested that an electrical box be added by Bob Mishlers building on Main Street for the use at Summer Fest.  Matson stated that there were power problems during Summer Fest.  After Mr. Russell gets a cost estimate Council will consider the placement of said electrical box.

 

Bob Matson also informed Council that the EMS and Fire and Police Departments were considering appointing a Chaplin again.  Roger Norton was the recommended candidate.

 

Chuck Klamer reported that the Sidewalks on Main and High were completed and look very nice. Replacement of sidewalks on Center Street and the rest of High will begin in the next few weeks.  Chuck is also looking at prices for sidewalks on Liberty Street.

 

Mayor Moser asked Council to have a special meeting to work on the employee handbook on July 25th at 9:30 AM.

 

Rick Patrick reported that the property on Freedom Street with high grass has been cut and cleaned up.  Verizon fixed the low line on the Board walk.  Rick has received complaints about the cigarette butts and trash that has accumulated on the boardwalk and on Main Street as a result of customers not being allowed to smoke inside the Silver Creek bar.  Rick Patrick shared that the Sheriffs department donated officers during the Fireworks at Summer Fest and requested a thank you be sent. Rick also requested a thank you for 86 year old Irene Slavick who picks up trash etc. on Main Street in the morning.  The next cruise night will be on July 18th at Sky plaza.  The Chamber of Commerce cookout will be August 5th and the cost will be $15.00.

 

Jackie Rinearson was concerned about the number of produce stands that were opening up around town.  She asked if these stand were permitted at both the bowling alley and at Jon Johnson service station in town. Council referred this concern to Planning Commission for further review.

 

Jim and Gwendolyn Mayer arrived at the meeting.   Mayor Moser asked if they needed to address Council before adjourning to Executive Session.  Jim Mayer presented Rick Patrick,  Chuck Klamer and Mayor Moser with a piece of the old wheel from the Mill that collapsed in an attempt to move it, thanking them for their support of his efforts in volunteering to clean up and remove the broken wood.  Jim asked Bob Matson for an apology for some disparaging comments Bob allegedly made at Summerfest.  Craig thanked Jim for his generosity.

 

Jeff Kaiser and Jan Boehm expressed their concern about the safety of pedestrians at the cross walk at the State Route 82 and 88 intersection.  Jan stated that chief Freiss said the intermittent fire signal is almost electrically ready for a pedestrian signal also. Jan is waiting on a cost estimate from Scotchman Electric for the pedestrian signal.  Council recommended this concern to Safety Committee for further review. Jim Mayor asked that a signal for the blind might be considered as well.

 

Jim Mayer had asked that sounding or toning pads be placed at the corners of Main and High and possibly at the intersection of State Route 82 and 88 along with the pedestrian signal previously discussed. This too will be discussed at Safety Committee.

 

Mayor Moser asked Council to enter into executive session for reasons of personnel and property acquisition.

 

Moved by Patrick, seconded by Eiermann to adjourn regular session and enter into executive session for reasons of property acquisition and Personnel.

Moved by Patrick seconded by Clyde to approve Resolution 2009-35, a Resolution authorizing the Mayor of the Village of Garrettsville to execute an offer to purchase 10 acres of land owned by Ray and Ruth Sheehan, after the Solicitor makes the changes discussed in executive session.
