The Regular Council meeting was called to order by Mayor Moser with Karen Clyde, Rick Patrick, Solicitor Michele Stuck, Chuck Klamer, Jeff Kaiser, Bob Matson, Teri Eiermann, Steve Hadzinsky, Becky Doherty’s Treasurer Tia Cheveda, and Julie Smeiles.

 

Moved by Kaiser, seconded by Matson to approve the September 9th, 2009 minutes as presented by the Clerk.

Mayor Moser asked that a finance meeting precede the November 11th, 2009 Council meeting at 7PM.

Ordinance 2009-39 an Ordinance adding Section 1177.04 (c) to the codified Ordinances of the Village of Garrettsville in order to adopt regulations regarding the parking and storage of recreational vehicles in the Central Business District.

Resolution 2009-56 A Resolution authorizing the Mayor of the Village of Garrettsville to sign and submit applications and execute contracts relating to OPWC funding for the State Street Water Main Project.

Resolution 2009-57 A Resolution expressing the desire of the Council of the Village of Garrettsville to permit the township of Nelson to retain the real property taxes levied upon the properties owned by Ray and Ruth Sheehan, Joseph J. Baum III, and Charlotte Maggard upon annexation to the Village of Garrettsville.

 

Moved by Klamer, seconded by Matson to suspend the rules that Resolutions be fully and completely read on three different days and Resolution 2009-57 be placed on first reading and passed.

Solicitor Stuck informed council that the Commissioners hearing for annexation on the aforementioned properties has been rescheduled for December 10th, 2009 to allow the property owners to obtain surveys of their property.

 

Ordinance 2009-58 An Ordinance amending the Codified Ordinances of the Village of Garrettsville in order to adopt regulations regarding Farmers Markets.

Ordinance 2009-59 An Ordinance adding Section 731.01 to the Codified Ordinances of the Village of Garrettsville in order to adopt regulations regarding notice to sellers and prospective purchasers of real property within the Village of the current zoning designation of such property.

Ordinance 2009-60 An Ordinance amending the Codified Ordinances of the Village of Garrettsville in order to renumber and add definitions to Chapter 1135.01(a).

Ordinance 2009-61 An Ordinance amending Section 1139.02(a) of the Codified Ordinances of the Village of Garrettsville.

Recommended changes to the employee handbook from the department heads were reviewed.

 

Trick or Treat will be October 31, 2009 from 4PM to 5:30PM.

 

Marie Elium has resigned from the Design Review Board.  Those interested in filling her position should submit letters of intent to the Village Clerks Office before November 5th, 2009.

 

Mayor Moser asked that a work session be scheduled on October 31st at 9:30 AM at the Village Hall to review the employee handbook.

 

Mayor Moser stated that Britton Gallagher will be meeting with him on October 27th at 10AM in the Mayors office to discuss the employee Health Insurance for 2010.

 

Teri Eiermann asked if the warning light for the School Zone could be moved to give motorists more advance warning going south bound.

 

Bob Matson reported that the Fire District now owns the building.

 

Jeff Kaiser reported that as of 9/30/09 the EMS district purchased all of Community Ambulances assets.

 

Chuck Klamer reported that the business Showcase will be October 22, 2009 from 5PM to 8PM at Garfield High School. Sidewalk letters were sent out to three property owners on Liberty Street.  There has been no response from any of the property owners. Chuck will call them.

 

Solicitor Stuck has asked that the April meeting all be moved up with Council being on April 7th, BPA on April 5th and Planning Commission on April 1st.

 

Mayor Moser reminded everyone that the NOPEC Electric aggregation for the Village of Garrettsville will be on the November 3rd ballot.

 

Rick Patrick stated that the next Economic Development Meeting will be November 5th at 11:30 AM at Main Street Bar and Grill. Bruce Abraham is advertising the old Giant Eagle building for lease through Jack Kohl.  The flower baskets will come down before October 31st.  Rick also reported and hole in the pavement along Main Street in front of the Shaker Tree.

 

Karen Clyde moved to go into executive session for purposes property acquisitions. Seconded by Eiermann.
