Clyde expressed an interest in seeing a fund labeled Wastewater Treatment
Expansion included on the financial statements of the Board of Public
Affairs. Bob Matson explained that this
was already established under the name of Capital Improvements as this fund can
only be used for Capital Improvements which is what the wastewater expansion
would be. Mayor Moser reported that the
Board of Public Affairs was also looking into the possibility of decreasing the
amount of water consumption used before the surcharge is assessed.

motion was made by Karen Clyde and seconded by Matson to approve Ordinance
2007-42, A Resolution approving and accepting the Portage County Budget
Commission’s Alternative Method of Apportioning and Distributing the Local
Government Fund and Local Government Revenue Assistance Fund.

Mayor
Moser told Council that the new copier for the Clerks office has been purchased
from ComDoc for $6975.00 with the annual maintenance
agreement cost of $430.00. The decision was made to purchase rather than lease
as it would cost the Village less money.
Mayor Moser said that the Board of Public Affairs would also be asked to
pay for half of the purchase.
A
moment of silence was taken in remembrance of Veterans Day.
Ordinance
2007-38, An Ordinance adding Section 1163.06 of the Codified Ordinances of the
Village of Garrettsville banning the use of Exterior furnaces in the Village of
Garrettsville. Read on second reading.

Moser talked about the establishment of an Economic Development Committee. Mayor Moser would act as chairperson with
various community and business members; with the primary function to establish
and open new business within the
Mayor
Moser also mentioned that he is in the process of contacting the owner of the Amweld property to establish communications and offer
assistance from the Village to help find a new occupant for this property.
Larry Cates was suggested as a contact for finding the owner.
Mayor
Moser reviewed with Council the informational packet he submitted stating the
next few years would be challenging financially with the loss of withholding
revenue from Amweld even with the passage of the
Income Tax levy.
Rick
Patrick invited those in attendance to an evening get together on November 28th
from 6-7:30 at Sugar Bush with light refreshments and a cash bar. Charlie Abraham will be honored. Saturday December 1st is the
Christmas Social at the High School from

Jackie
Rinearson extended an invitation to everyone to
attend the Curtains Up production of “Papas Angels a Christmas Story” with
shows on December 7th, 8th, 14th, and 15th in the Iva Walker auditorium at the
High School. Tickets can be purchased from Jackie or through the Curtains Up
website www.garrettvillecurtainsuptheatre.com.
The
December Planning Commission and Design Review Board meetings have been changed
to
The
next Board of Public Affairs meeting is December 10th and the
Council meeting is December 12th, both in Council chambers.
Teri
Eiermann asked that next years Trick or Treat night
be shortened by one half hour.
Consideration would be made next October.
Bob
Matson stated that Pre Disaster Mitigation Plan has been approved by the chiefs
of Police and Fire and Ambulance.

Manlove reported that the owners of the Eagle Creek Development Dave Harrington
and Dick Bonner have requested that the
Mayor
Moser congratulated Clerk Nancy Baldwin and Jeff Kaiser on their re-election
and Rick Patrick on his election to Council.
Moser also thanked Dave Kirk for his years of service on Village
Council.
