The meeting was called to order by Mayor Craig Moser with Bob Matson, Teri Eiermann, Dave Kirk, Chuck Klamer, Jeff Kaiser, Karen Clyde, Solicitor Mark Manlove, Mayor Craig Moser, Clerk Nancy Baldwin, Sandy Perdian, Ed Perdian, Dale Gillespie, Hallie Higgins, Barb Walker, Jim Walker, Debbie Darling, Rick Patrick, Bert Wilkinson, Jody Schroath from the Villager and other interested visitors.
Moved by Kirk, seconded by Eiermann to approve the minutes of the February 11,2004 meeting as presented by the Clerk.

AYES-Karen Clyde-Ordinance failed.
Barb Walker said she could understand not using the lower lot of the Police Department. She asked Council what their response was to the article in the Villager? Karen Clyde said that she read where skate boarding is the second fastest growing sport in the country.
Teri Eiermann feels that Council should use one of the
double tennis courts for the skateboard park. Bob Matson and Karen Clyde both
feel that rather than taking away something from the Village it would be better
to find a new area for the skateboarders. Someone suggested the lower parking
lot behind the Village Hall. Mayor Moser said the Village Hall parking was
unattractive because of the neighbors. Mayor Moser feels that the tennis court
on Maple Avenue would be the best place to use. Teri Eiermann feels that a
single tennis court would not be adequate. Hallie Higgins said that the
skateboard park should be a community thing for our children. Dave Kirk said
that he has had several calls about the skateboard park and residents feel that
taxpayer money should not be spent for kids who are skateboarding on sidewalks
and in parking lots. Kirk said business
and residents have complained about skateboarders in parking lots and on
sidewalks. Dave Sheehan said that he had been hearing where do we send the
skateboarders. He said that the Village Park on South Street was designated for
skateboarders the Council did paving for just that purpose. So there is no
reason anyone should be in parking lots or on sidewalks. Ed Perdian said that
the skateboard park should be in the recreational area. Debbie Darling
suggested that Council try out an area for one year. After a lengthy discussion
Council suggested that the parents and skateboarders bring three proposals to
the Planning Commission meeting on
Moved by Matson, seconded by Eiermann to approve Resolution 2004-13 Preliminary Legislation for the Windham Street Bridge for work in 2009 from the Ohio Department of Transportation.

Ordinance 2004-15, an ordinance changing the zoning of 8145 High Street in the Village of Garrettsville from R-2 to R-3 amending the zoning map to reflect the change. Read on second reading.
Dave Kirk discussed Ordinance 2004-15, he voted no in Planning Commission he doesn’t want a floodgate of houses going down and two duplexes going up instead of a single-family home.
Moved by Klamer, seconded by Matson to approve Resolution 2004-16, a resolution authoring the Clerk of the Village of Garrettsville to advertise for the bids with respect to the paving of Maple Avenue, High Street and Freedom Street based upon the Village specifications.

Ordinance 2004-17, an ordinance adding Section 1169.02(b)(11) to the Codified Ordinances of the Village of Garrettsville to conditionally permit Open Space development in the R-1 District. Read on first reading.
Bob Matson discussed the Liberty Street sewer line proposal and wants the R-1 district to remain at 11/2 acres per home.
Moved by Matson, seconded by Clyde to approve Resolution 2004-18, a resolution authorizing the expenditure of public funds to purchase coffee and refreshments.

Moved by Klamer, seconded by Eiermann to approve Resolution 2004-19, a resolution authorizing the Clerk/Treasurer of the Village of Garrettsville to advertise for sale various equipment that the Village no longer has any use for.

There was discussion on the Family Medical Leave Act the Village does not have a policy. Solicitor Mark Manlove will research this issue and more discussion will take place at the next meeting. Currently the Village follows the Federal Guidelines for the Family Medical Leave Act.
Bert Wilkinson had a complaint about dogs running loose, one
killed his cat and would have attacked his grandson if not for the glass in the
screen door. He wanted to know why the Village does not have a contract with
Portage County Dog Warden? Council decided not to enter into a contract with
the Dog Warden. The warden refuses to come and get the dog unless you catch the
dog and hold it until they get there. Solicitor Mark Manlove said this is the
first year that the Dog Warden has charged for the services. Debbie Darling
said the Police Department would not come either. Mayor Moser said it is the
dog owner that is responsible you would need to contact the owner of the dog.
Dave Kirk said once you find the owner you need to file a report with the Police
Department. A phone call to the Police Department is not good enough you need
to go the Police Department and file a complaint. Sandy Peridan said that she
couldn’t believe that you have to find the owner of the dog before anything can
be done. Some dogs are vicious and they may bite. Dave Kirk suggested that they
attend the Safety Committee meeting on
Teri Eiermann discussed the Insane Clown Posey concert it
will be held this year in Nelson. She suggested that the Village welcome the
Juggalos. She will ask PARTA for a bus to transport the Juggalos from Nelson to
Garrettsville so they can shop. She will act as a liaison between Psychopathic
Record Officials and the Village. The next Bicentennial meeting will be at
Sean’s Pub at 9:30 on
