PUBLIC HEARING

The Public Hearing was called to order by President Bob Matson with Teri Eiermann, Dave Kirk, Chuck Klamer, Karen Clyde, Mayor Craig Moser, Solicitor Mark Manlove, Clerk Nancy Baldwin, Rick Patrick, Jan Boehm, Jeff Kaiser, Jody Schroath from the Villager and Jared Hill from the Record Courier.
The purpose of the Public Hearing was to discuss the Tax Budget for 2004.

Moved by Matson, seconded by Kirk to adjourn the Public Hearing and begin Regular Council.

REGULAR COUNCIL
JULY 1, 2003
The meeting was called to order by Mayor Craig Moser with Teri Eiermann, Bob Matson, Dave Kirk, Chuck Klamer, Karen Clyde, Solicitor Mark Manlove, Clerk Nancy Baldwin, Jan Boehm, Jeff Kaiser, Rick Patrick, Jody Schroath from the Villager and Jared Hill from the Record Courier.
Solicitor Mark Manlove swore in new Council member Jeff Kaiser.
Mayor Craig Moser discussed the Zoning Applications that were received for the Zoning Inspector job that will be open on September 1, 2003. Nine applications were received and all applicants were qualified. Mayor Craig Moser recommended Jan Boehm be appointed the new Zoning Inspector.
Moved by Eiermann, seconded by Clyde to approve the appointment of Jan Boehm as the new Zoning Inspector beginning September 1, 2003.

Moved by Matson, seconded by Kirk to approve the minutes of the June 11, 2003 meeting as presented by the Clerk.

Moved by Klamer, seconded by Matson to suspend the rule that Ordinances be fully and completely read on three different days and that Ordinance 2003-17 be placed on first reading and passed.

Revenue, Expenditure and Cash Balance reports were reviewed.
Mayor Craig Moser discussed the open positions for the Finance Audit Committee and recommended Council approve the appointments of Karen Clyde and President Bob Matson.
Moved by Eiermann, seconded by Kirk to approve the appointments of Karen Clyde and President Bob Matson to the Finance Audit Committee.

Mayor Craig Moser discussed dedicating Village Green there will be more discussion at the next meeting.
Mayor Craig Moser discussed the old Railroad Right of Way. Shel Investments would like to donate the property to the Village. President Bob Matson asked what advantage it would be to the Village. Dave Kirk said that the one section could be used to access the park. Council agreed on the donation of the property with the contingency of the liability to the Village. Solicitor Mark Manlove get the information for the next Council meeting.
Moved by Matson, seconded by Eiermann to accept the donation from Shel Investments of the old Railroad Right of Way with the contingency of the liability insurance to the Village.

Mayor Craig Moser received a letter from GP Tree Service they would like to be considered for the Village Tree Project.
Rick Patrick discussed the Strawberry Social and Cruise Night. Both events went great they had 135 cars for the Cruise Night.
Rick Patrick commended the Historical Society for the job of cleaning up the Clock Tower area.
Teri Eiermann discussed the Bicentennial Committee they are moving forward and anyone interested in helping out can contact her.
Mayor Craig Moser gave his thanks to interview committee for Council and the Zoning Inspector positions.
Moved by Matson, seconded by Klamer to enter into Executive Session to discuss pay rates for Council, Clerk-Treasurer and the Mayor.

Moved by Matson, seconded by Klamer to adjourn Executive Session and return to the Regular Council meeting.

Moved by Matson, seconded by Klamer to suspend the rule that Ordinances be read on three different days and that Ordinance 2003-18 be placed on first reading and passed.

Moved by Matson, seconded by Klamer to approve Ordinance 2003-18, An ordinance to increase the pay for the Mayor of the Village of Garrettsville form $8500.00 per year, paid quarterly to $12,000.00, paid quarterly effective January 1, 2004.

Moved by Matson, seconded by Eiermann to suspend the rule that Ordinances be fully and completely read on three different days and that Ordinance 2003-19 be placed on first reading passed.

Moved by Kirk, seconded by Clyde to approve Ordinance 2003-19, An ordinance amending Ordinance 97-04 to increase compensation for the Village Clerk-Treasurer position for third terms clerks to $44, 000.00for the first two years and $46,000.00 for the second two years.
VOTE AYES—Unanimous
Council and the Board of Public Affairs pay will stay the same at this time.
