The Public Hearing was called to order by President Bob Matson with Teri Eiermann, Dave Kirk, Chuck Klamer, Jeff Kaiser, Karen Clyde, Mayor Craig Moser, Clerk Nancy Baldwin, Solicitor Mark Manlove, Dale Gillespie, Rick Patrick, Rosemary Angel, Dave Sheehan, Jeff Sheehan, Jody Schroath from the Villager and a reporter from the Record Courier.

 

Ordinance 2003-20, An ordinance amending Section 921.02(d) of the Codified Ordinances of the Village of Garrettsville to increase the water tap in fee charges for ¾ inch and 1 inch taps.

The meeting was called to order by Mayor Craig Moser with Teri Eiermann, Bob Matson, Dave Kirk, Chuck Klamer, Jeff Kaiser, Karen Clyde, Clerk Nancy Baldwin, Solicitor Mark Manlove, Dale Gillespie, Rick Patrick, Rosemary Angel, Dave Sheehan, Jeff Sheehan, Jody Schroath from the Villager and a reporter from the Record Courier.

 

Moved by Matson, seconded by Clyde to approve the minutes of the August 13, 2003 meeting as presented by the Clerk.

Moved by Kirk, seconded by Klamer to suspend the rule that ordinances be fully and completely read on the three different days and that Ordinance 2003-20 be placed on second reading and passed.

Moved by Matson, seconded by Kirk to approve Ordinance 2003-20, An ordinance amending Section 921.02(d) of the Codified Ordinances of the Village of Garrettsville to increase the water tap in fee charges for ¾ inch and 1 inch tap.

Moved by Kirk, seconded by Eiermann to approve Resolution 2003-21,A resolution accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor.

Moved Eiermann, seconded by Clyde to approve Ordinance 2003-22, An ordinance accepting Village Drive and Vanderslice Court in the Village Green sub-division in the Village of Garrettsville for snow removal, repair and maintenance.

There was discussion on the Tree Project for 2003. GP Trees will begin removing trees the fist part of October. The Clerk will send out letters notifying residents that were approved for tree removal. The cost per tree for residents is $200.00 the Village will pay the remaining costs.

 

Moved by Klamer, seconded by Matson to approve Resolution 2003-23, Finkbeiner, Pettis and Strout Inc. contract for the design, ($9000.00) bidding ($4900.00) and Subsurface Soil Investigation Allowance ($3000.00) for the Garretthouse replacement sewer line at a total cost not to exceed $16,900.00.

Revenue, Expenditure and Cash Balance reports were reviewed.

 

Rick Patrick commended Council on the change in the turning lane on Main Street. The Chamber will hold the Business Showcase on October 2, 2003 from 5:00 PM until 8:00 PM. Rick Patrick would like to see representatives from the Village Council attend the Showcase. Mayor Craig Moser, Bob Matson, Dave Kirk and someone from the Police Department will attend the Showcase.

 

Dave Sheehan from the Garfield National Honor Society was present to thank Council for the approval of the sign on the Windham Street Bridge abutment.

 

Chuck Klamer commended Dave Sheehan for the hours he spent in preparing the sign. Dave Sheehan felt the need for the community project every member of the Garfield National Honor Society had a part in preparing the sign. Chuck Klamer said he is proud and commends Dave Sheehan and the Garfield National Honor Society for a job well done.

 

Teri Eiermann asked Council to appoint Jeff Kaiser as the Regional Planning Commission representative for the Village. Council agreed.

 

Teri Eiermann discussed the Tree Grant application. The Village did not get the grant money, it was suggested that the Village approve a tree ordinance. Teri Eiermann asked why the Brosius Road Park was closing early. Mayor Moser will talk to Street Superintendent Keith Hartman. Teri Eiermann discussed the problem with skate boarders they are on the sidewalks. She asked Council if it would be possible to take one of the tennis courts and make a skateboard area. Council is concerned about the liability insurance. Solicitor Mark Manlove will contact the Ohio Municipal League and see what the Village liability costs would be.

 

The Bicentennial Committee held a meeting on September 9, 2003. Middlefield Bank will be taking donations for the festival. The tentative date for the Bicentennial Festival is June 16, through 20, 2004.

 

Bob Matson announced the Garrettsville Fire Department would be burning Mr. Riggs house on Park Avenue sometime in October. Bob Matson mentioned the passing of Paul Bowen. Bowen was a former Council Member and was on the Cemetery Board.

 

There is an open position on the Design Review Board due to the resignation of Laura Way. Anyone interested should send a letter to the Village Clerk by September 30, 2003. Council will appoint the new member at the October meeting.

 

Jeff Kaiser discussed the streetlights that are not working in the Village. There is one on Liberty Street, Silica Road and French Street. The Clerk will contact Ohio Edison to get them fixed.

 

Dave Kirk noted that the dispatch contracts with the Garrettsville Freedom Nelson Joint Fire District and the EMS District end on December 31, 2003. New contracts need to be approved.

 

Mayor Craig Moser discussed the turning lane on Main Street. After several phone calls and information from the Police Department it was decided to change the turning lane back.

 

Mayor Moser commended Dave Sheehan and the Garfield National Honor Society for the job done on the sign.

 

Mayor Moser thanked the Bicentennial Committee.

 

Mayor Moser discussed some up coming projects, January 2004 bids for paving Freedom Street and Maple Avenue. The Center Street Bridge may be approved. The South Street Bridge repair should begin in 2005.
