The Public Hearing was called to order by President Bob Matson, Teri Eiermann, Dave Kirk, Chuck Klamer, Jeff Kaiser, Karen Clyde, Mayor Craig Moser, Clerk Nancy Baldwin, Solicitor Mark Manlove, Craig Dlugokecki, Aaron King, Stephanie Byrne, Gretchen Cram, Monica Miller, Ed Seigerst, Dale Gillespie, Don McCullough, Sandy McCullough, Jody Schroath from the Villager, a reporter from the Record Courier and other interested visitors.

 

Ordinance 2004-41, An ordinance amending Section 921.01 of the Codified Ordinances of the Village of Garrettsville to increase the water rate by 8% effective January 1, 2005 and increasing the rates charged by 8% for a total of three years.

 

Ordinance 2004-42, An ordinance amending Section 923.09 of the Codified Ordinances of the Village of Garrettsville to increase rates for the Wastewater Treatment Plant usage by eight percent (8%) per year commencing on January 1, 2005 and continuing with an eight percent (8%) for a total of three (3) years.

 

Ordinance 2004-43, An ordinance amending Section 923.14 of the Codified Ordinances of the Village of Garrettsville to increase capacity fees for single and two family dwellings to be effective January 1, 2005.

Moved by Kaiser, seconded by Kirk to approve the minutes of the November 10, 2004 as presented by the Clerk.

Revenue, Expenditure and Cash balance reports were reviewed. (Five-year revenue and expenditure reports were given to Council.)

 

Council was given a petition from residents at Mill Run Condos. They would like the Village to dedicate part of White Street. The Mayor and Street Superintendent Keith Hartman will review this issue.

Karen Clyde told the Board that she would hope that the Board would watch the money and review the bills carefully.

Moved by Matson, seconded by Klamer to approve Ordinance 2004-56, An ordinance to make temporary appropriations for current expenses and other expenditures of the Village of Garrettsville, State of Ohio during the first quarter of the year ending December 31, 2005.

Moved by Klamer, seconded by Matson to suspend the rule that ordinances be fully and completely read on three different days and that Ordinance 2004-57 be placed on first reading and passed.

Moved by Matson, seconded by Eiermann to approve Ordinance 2004-57, An ordinance accepting an easement for public utilities from Donald and Leta VanMetre 8017 Crestwood Drive in the Village of Garrettsville (see Exhibit “A”).

Moved by Matson, seconded by Kirk to approve Resolution 2004-59, A resolution commending the 2004 James A. Garfield Coaching Staff and Track Team for winning the Portage County League Championship.

Moved by Matson, seconded by Kaiser to approve Ordinance 2004-60, An ordinance amending Ordinance 2004-09 entitled “Annual Appropriations Ordinance” to make appropriations for current expenses and expenditures for the Village of Garrettsville, State of Ohio during the fiscal year ending December 31, 2004.

Moved by Eiermann, seconded by Kirk to approve Resolution 2004-61, A resolution commending the 2004 James A. Garfield Coaching Staff  and GirlsVarsity Softball team for winning the Portage County League Championship.

Don and Sandy McCullough were present to discuss an issue with zoning. Mayor Craig Moser told them that this should be discussed at the next Planning Commission meeting.

 

Ed Seigerst thanked the Council for the approval of the increases for the water and sewer funds. Ed Seigerst told Council that the Board does watch the money but they also must upgrade the systems. Ed Seigerst invited Council members to attend the Work Session that will be held on January 25, 2005 at 7:00 PM. The Board will review the budget for 2005 and discuss the Wastewater Treatment Expansion. Ed Seigerst commended the Street Department for working with the Board employees.

Monica Miller was present to discuss parking in the alleyway. Solicitor Mark Manlove told her the Village did not own the alleyway and the Council has no control over the alleyway. Monica Miller said there is a truck parked in the alleyway with expired plates and the keys are always left in it. Monica Miller also discussed a parking problem with businesses on Main Street. Some employees and business owners park on Main Street and do not obey the parking limits. Monica Miller said she has called the Police Department but nothing seems to get done. Solicitor Mark Manlove said the Village should put some 30-minute parking places on Main Street. Mayor Moser will look into this.

 

Mayor Craig Moser thanked Council for a good year.

 

Dave Kirk said Planning Commission is reviewing raising fees. Dave Kirk will bring the information back to Council in January.

 

Aaron King was present to discuss the Summer Festival for 2005. Aaron King thanked Council for the support they have given. Aaron King asked if Main Street could be shut down on Friday June 17, 2005 at 2:00 PM. Mayor Craig Moser told Aaron to talk to the Police Chief. Bob Matson said that there has never been a problem before.

 

Moved by Matson, seconded by Kaiser to enter into Executive Session for reasons of employee compensation for 2005.

Moved by Matson, seconded by Kaiser to approve Ordinance 2004-40, An ordinance increasing and fixing compensation of employees of the Village, the employees of the Board of Trustees of Public Affairs and employees of the Cemetery Trustees. (2% increase for employees and Zoning Inspector.)
